CALL TO ORDER:

ELECTION OF OFFICERS:
   
   
 
Motion by Commissioner Kee, seconded by Commissioner Goeforth to nominate Commissioner Gannaway as Chair of the Board. Commissioner Shannon, Fenske, Kee, Goeforth and Mendenhall voted yes. Motion passed.
 
 
Motion by Commissioner Fenske, seconded by Commissioner Shannon to nominate Commissioner Goeforth as Secretary/Treasurer. Commissioners Fenske, Shannon, Kee, Gannaway and Mendenhall voted yes. Motion passed.
 
a. Consideration of Appointment of Ron Bline to Board Vacancy
  Cindy explained the position that is open and how this will be handled.
 
 
Motion by Commissioner Shannon, Seconded by Commissioner Mendenhall to appoint Ron Bline to the vacancy left by Jack Harris until June 2007. Commissioners Shannon, Mendenhall, Kee, Goeforth, Fenske and Gannaway voted yes. Motion passed.

APPROVAL OF JUNE 20, 2006 MINUTES:
    
 
Motion by Commissioner Goeforth, seconded by Commissioner Fenske to accept the June 20, 2006 minutes as submitted. Commissioners Goeforth , Fenske, Shannon, Kee Mendenhall and Gannaway voted yes. Motion passed.
   
   
REPORTS FROM CHAIR AND COMMISSIONERS:
   
  Commissioner Gannaway - None
   
  Commissioner Kee:
  He had a couple of calls in regard to buses speeding out by the correction facility. Mr. Kee did forward the concerns to the operations Manager Scott Smith and Ms. Howe.
   
   
   
  Commissioner Mendenhall - None
   
  Commissioner Goeforth: - None
   
  Commissioner Fenske:
  Reported that one of her patients commented on how wonderful the DAR drivers are.
   
  Commissioner Shannon:
  Asked about the transfer point in Gearhart. Ms. Howe said that there have been no more complaints since the transfer point was moved back to the cinema.
   
   
APPROVE FINANCIAL REPORT FOR MARCH, JUNE AND JULY 2006:
   
 
Motion by Commissioner Goeforth, seconded by Commissioner Mendenhall to accept June & July 2006 financials as submitted. Vice-Chair Gannaway, Commissioners Kee, Mendenhall, Goeforth, Fenske and Shannon voted yes. Motion passed.
   
   
CORRESPONDENCE:
   
a. Letter from Clatsop County re: Approval of Fort James operating company's application for State Strategic Investment Program tax exemptions.
   
b. Letter from Victor Campbell re: Dial-A-Ride fare increases
   
   
PUBLIC HEARINGS: None
   
   
ORDINANCES AND RESOLUTIONS - None
   
   
OLD BUSINESS:
   
a. Letter to Director, Maritime Museum re: Lewis and Clark Park and Ride:
  Mrs. Howe handed out a price cost allocation sheet
   
  Motion by: Rae that a letter be sent 2nd by: David Mr. Gannaway wanted an update on the marketing project. Ms. Howe did not have a lot to comment on. Mr. Gannaway would like a draft of the marketing proposal with the min.
 
 
NEW BUSINESS:
   
a. Consideration of Appointment of Board member to Northwest Area Commission on Transportation
  The board appointed Ron Bline to be the NWACT representative. Commissioner Shannon will be the alternate if Commissioner Bline is not able to attend a meeting.
   
   
OTHER ITEMS:
   
a. Staff Reports:
  Included in packet for review.
   
 
Motion Commissioner Shannon, seconded by Commissioner Kee to approve the minutes from the special meeting on June 26, 2006. Commissioners Gannaway, Goeforth, Kee Shannon Fenske and Mendenhall voted yes. Motion passed.
  Ms. Howe had one copy of the Lewis and Clark final report.
   
  There is an advertisement for the DAR Managers position. The interviews will be the week of the 21st. Mr. Gannaway will be sitting in on the interview board.
   
  The Daily Astorian did an article on the bus; the story will be on the success and growth of SETD. The reporter for the Astorian did ride on different routes, interviewed passengers and drivers.
