| Charlotte Mendehall and Jack Harris were sworn in. Bob Gannaway was absent, so he will be sworn in next month. | ||

| APPROVAL OF JULY 19, 2005 MINUTES: | ||
| Motion by Commissioner Goforth, seconded by Commissioner Mendehall to accept the July 19, 2005 minutes as submitted. Chair Harris, Commissioners Fenske, Goforth, Shannon and Mendenhall voted yes. Motion passed. | ||
| REPORTS FROM CHAIR AND COMMISSIONERS: | ||
| Commissioner Shannon: | ||
| Mr. Shannon would like another roster sent to him that includes the e-mail addresses. Mr. Shannon commented on the Federal Energy Bill and its many tax credits available. He would like us to look at this very closely so that we can help conserve. He would like us to look at all possibilities. | ||
| Chair Harris: | ||
| Reported that he had a couple of people in Cannon Beach that complained about not being able to take animals on the bus. | ||

| Commissioner Mendenhall: | ||
| . | Northwest ACT Meeting and DAR Meeting were both cancelled so she had no report. | |

| Mr. Kee was talking to some patrons at different bus stops, they would like to see signs put on the back of the buses so they can see what route it is coming and going. | ||
| FINANCIAL REPORT FOR MAY 2005 AND JUNE 2005 | ||
| Financial Report was not available to include in the packet. Ms. Howe handed the financial report out at the meeting. It was moved by the board to table the approval of the July financials until the September meeting. | ||
| Commissioner Goforth commented on her concern with not being able to stay within the budget. Ms. Howe stated that this is a new budget year and we will stay within it. Commissioner Goforth questioned the policy that whenever we are 10% or more over that it be reviewed. Ms. Howe clarified how this procedure works. This is only for the whole budget not certain line item. The Board would like to see the contingency amount on the report. Ms. Howe suggested that all board members attend the free seminar that the Department of Revenue puts on every year at the Seaside Convention Center. This seminar explains the public budget process in great detail. | ||

| a. | Status Report on Lewis and Clark Park and Ride Project | |
| Ms. Howe talked about the project schedule. Because of a biological assessment that the FTA is requiring be done on the site the construction will not begin until the summer of 2006. Ms. Howe will keep the board updated on the status of the project. | ||
| NEW BUSINESS: | ||
| a. | Request to sell "Destination The Pacific Guidebook and Journal" | |
| After discussion the board decided that it would be in our best interest to decline the request. Ms. Howe will respond to Mrs. LaRee Johnson with a letter. | ||
| b. | Results of the 2005-07 Discretionary Grant Process | |
| Ms. Howe enclosed a list of grants that the District was awarded and not awarded for 2005-07 biennium. | ||
